Ahlquist eventually gives Reacher the explanation everyone has been chasing. The people in the photograph were never the real point. The whiteboard behind them is what matters. On it sits a formula connected to a devastating chemical weapon, hidden in plain sight while Sampson believed the scientists were working towards something entirely different.
The secret programme had apparently produced the weapon successfully, but the researchers still needed to develop an antidote. Only Cahill knew the true purpose of the work, keeping the operation hidden from almost everyone involved. Unfortunately, Putra discovered what was happening and managed to photograph the whiteboard, giving his own people access to the formula.
That photograph eventually became much more dangerous than anyone could have expected. Putra used the knowledge to develop the weapon and deploy it against opponents in his own country. Their plan was to locate Anna, recover the photograph, recreate the formula and rebuild the weapon before finding someone willing to pay a very large amount of money for it.
